That is an interesting question!
It is known that with increasing the virtual address limit the applications under WINOS2 have access to this higher address limit. But I think that is not enough for all references that Win32s applications will need.
For instance there are some API references in KERNEL32.DLL which are not resolved. But for a special case it will run. Therefore try to install your application.
