> > This is not absolutely true. It was true - a couple of years ago, but nowadays it's quite easy to obtain Visa or MasterCard, at least in Moscow, St. Petersburg and a few other larger cities in Russia. > > The key word here is "a few" :) > > > The real problem however is that after the last year's financial crisis in Russia none of the Russian banks are safe enough to trust them any real amount of money. > > That's right. I had my account equal to zero since last August :). Your cupboard -- THAT IS the world best banking institution :))) > > > As a counter-measure, I developed a practise of keeping my Visa account almost empty all the time, only occasionally putting their just the right amount of money for my next planned purchase... > > Just a few words: the above shows that your Visa is not a credit card at all as it's supposed to be :) It is _debit_ card, happily recognized by the western banks, however. You're lucky guy :). I had a SBS-Agro's "Visa" for a couple of years (actually, I still have it in my wallet, although it's already expired... I use it as a spare ID since it has my photo on it :), but I was never able to use it on the web. And again, I always had to maintain a positive balance. > > The real credit card is not an account in your banking institution actually. It's the statement of trust which means that your credit organization trusts you to spend a limited amount (1K, 5K, 30K, ...) of money (note that money still belong to the BANK, not you) assuming the money will be returned in time. A convenient way to gather all your utility and shopping bills together :) > > > However, I do think that your estimate of the current average salary in IT companies in Russia is a bit over-pessimistic. > > Unfortunately, it IS REAL. At least for the region I lived in. > > > I am working as a part-time software developer and Web designer for several companies here in Moscow and I can assure you that a high quality professional can earn more than $200 per month salary. > > I said that "capital cities are the exception". Then, not many people actually do some kind of part time job (unless they have no other ways to make a living). > > > I did, many times. > > OK. Who else? :) > > > But we had so disastrous ground mail services here and absolutely corrupted and contr-cooperative customs that I really can't buy abroad anything that needs to be delivered in physical matter. > > Yeah! And that's another reason I forgot to mention. While it's mostly OK with electronic mail, I doubt you can trust regular one. The only exception are international delivery services like UPS or DHL, but who wants to add another 20-60 bucks to a 15-20 dollar package?
